    48. By direction of the Secretary of War, Major Walter
Reed, surgeon, U. S. Army, will proceed to Havana, Cuba,
and report in person to the Commanding General, Division of
Cuba, for duty pertaining to the sanitary inspection of the
camps, barracks, and hospitals in the vicinity of Puerto
Principe, Cuba, and report upon the causes of the prevalence
of typhoid fever among the troops at that place. Upon the
completion of this duty Major Reed will return by the most
expeditious route to Washington, District of Columbia, and
make a full report of the results of his investigations. The
travel enjoined is necessary for the public service.

Sir:-

    I have the honor to recommend that Major Walter Reed, Surgeon
U. S. Army, be directed to proceed to Havana, Cuba, and report to
Major General John R. Brooke, U. S. Army, Commanding Division of
Cuba, for the purpose of making a sanitary inspection of the Camps,
Barracks and Hospitals in the vicinity of Puerto Principe, Cuba, and
a report upon the causes of the prevalence of typhoid fever among
the troops at that place.

    Upon the completion of this duty Major Reed, to return by the
most expeditious route to Washington, D. C., to make a full report
of the results of his investigations.

Upon your arrival at Puerto
Principe, in compliance with or-
ders from the Adjt. General's Of
fice, you will make a thorough
sanitary inspection of the Camps
Barracks and Hospitals occupied
by U. S. Troops in that vicinity
and also a careful investiga-
tion with reference to the caus-
es which have led to the epidem-
ic of typhoid fever at that
place. If this can be traced to
a neglect upon the part of med.
officers to make a proper sani-
tary recommendations, or of Com-

manding Officers to enforce such
regulations, or of Q. M. to sup-
ply the necessary shelter and
appliances for the protection of
the health of our Troops, you
will endeavor if possible to fix
the responsibility for such ne-
glect. You will also ascertain
whether the sick have been prop-
erly cared for and whether there
has been any deficiency in the
supply of suitable food or neces -
sary medicines, or of other arti-
cles necessary for their com-
fort and recovery. You will make
a full report of all facts bear-
ing upon the causes of the prev-
alence of typhoid fever or other
infectious diseases among our
soldiers in the Dept. of Puerto
Principe. Recommendations re-
lating to the improvement of ex-
isting sanitary conditions
should be made to the Command-
ing General, Dept. of Puerto
Principe. Your full report
should be sent through the Surg
Gen'l. to the Adjt. Gen'l. of
the Army.
