Dear LaGarde:-

    After thinking over the matter for the past five months, I have
come to the conclusion that it is better for us both, you and me, and for the
Sanitary Department that your connection with it be severed.

    At the same time I wish to act in the premises entirely without
prejudice to yourself, and, therefore, state to you in this letter my opinion
on the subject candidly, and for the reason that I thought you might prefer
to take the initiative and ask for your relief rather than to have me do so.
