Nov. 15th 1906.
Dear Doctor Kelly:

    I have
just run across another
characteristic letter of
Reed's and I send it to
you for perusal. You
will find in it a con-
firmation of the statements
I have already made to
you in writing about the
promotion promised to me
but which was given to Stark,
one of the men mentioned in
Reed's letter, instead. Thus

 
I was made to suffer because
Sternberg did not appoint
Kean a member of the board
vice Lazear. The combination
was thus:- Reed, Kean and
Stark were all F. F. V's and
through another whom I could
mention the decision of the
Secretary was moulded to
suit their purpose. I could
tell and prove more in this
connection that would shock
your sense of honor and justice
but I prefer to remain silent
unless the truth is forced from
me to secure justice for my
family.

    May I ask you to return
the letter after perusal, and
greatly oblige,

. P. S. The decision of the Secretary did not stand in
the way of the re-appointment later of Dr Lain's who
was Gen Wood's attending physician.
