Samuel Huntington to To: the States

SirCircular Philadelphia Octr 9th 1779

   I have the honour to transmit your Excellency, Sundry resolutionsof Congress of the 6th & 7th instant for supplying the ContinentalTreasury and to request the earliest Communication of them to thelegislative Authority of your State. (1)

   The Money which Congress are at liberty to emit will probably beexpended in the beginning of December next and subsequent suppliesmust be furnished by the States. This evinces the necessity of the punctualpayment of their respective Quotas on which their public credit, theexistence of their Army, and the support of their Liberties so greatlydepend.

   Congress are deeply concerned to find that the sums required areso great but since the emissions are limited, they doubt not that theoperation of taxes and other salutary measures in the course of the yearwill reduce the prices of articles and enable them to lessen the quotasrequired or apply part thereof to diminish the public debt. To promote sodesirable an object Congress on their part will endeavour to observe thestrictest OEconomy in their expenditures.

   I have only to add that warrants will be issued on the treasurers ofthe respective States for the quota to be furnished on the first of Januarynext, and that
