An Act of Congress of the 31st last month was just now sent to me by the Secretary of Congress, which I have the honor to inclose for your Excellency.
As soon as Mr De l'Etombe's Commission is presented the necessary papers shall be made out for him.(1)

1 The enclosed congressional resolve of August 31 concerning the recognition of Philippe-Andre-Joseph de Letombe as "consul-general of France, in the four New England states," was adopted in response to a memorial from La Luzerne of August 23. See JCC, 21:896, 925-26; PCC, item 95, 1:288-91; and Wharton, Diplomatic Correspondence, 4:658-59. In response to this resolve, La Luzerne submitted a copy of Letombe's commission on September 7, which Congress ordered to be registered the same day. McKean subsequently sent copies of this September 7 order to the executives of New Hampshire, Massachusetts, Rhode Island, and Connecticut on September 10, and to La Luzerne on September 21.
