Thomas McKean to To: the Chevalier de La Luzerne

Sir,
Philada September 4th. 1781

An Act of Congress of the 31st last month was just now sent to me by the Secretary of Congress, which I have the honor to inclose for your Excellency.

As soon as Mr De l'Etombe's Commission is presented the necessary papers shall be made out for him.(1)

   I am Sir &c, T. McK. Prest.

Note: LB (DNA: PCC, item 16).

1 The enclosed congressional resolve of August 31 concerning the recognition of Philippe-Andre-Joseph de Letombe as "consul-general of France, in the four New England states," was adopted in response to a memorial from La Luzerne of August 23. See JCC, 21:896, 925-26; PCC, item 95, 1:288-91; and Wharton, Diplomatic Correspondence, 4:658-59. In response to this resolve, La Luzerne submitted a copy of Letombe's commission on September 7, which Congress ordered to be registered the same day. McKean subsequently sent copies of this September 7 order to the executives of New Hampshire, Massachusetts, Rhode Island, and Connecticut on September 10, and to La Luzerne on September 21. See JCC, 21:940-41; PCC, item 16, fol. 74; and McKean to La Luzerne, September 21, 1781.
