Presumably the memorandum was jotted down as a reminder of problems currently pressing for solution. Recommendations for formation of a new military department west of Missouri were currently under consideration, and a letter from Benjamin F. Wade, Zachariah Chandler, and David Kilgore, November 1, 1861, recommended the appointment of General James Lane as commander of the proposed department (ibid.).
